This program oversees the Testing, Certification and Recertification of Hospital Inspectors in California.
Prior to commencement of construction, the hospital governing board or authority shall retain an OSHPD certified inspector to serve, with OSHPD approval, as the Inspector Of Record (IOR) and oversee all special functions on any and all alterations, modifications, and additions to existing hospital buildings and new hospital construction. OSHPD certifies inspectors for three levels of inspection defined as follows:
- Class A Hospital Inspector may inspect all phases of construction,
including: architectural, mechanical, electrical, fire and life safety, and structural
elements.
Note: this class includes major structural construction
- Class B Hospital Inspector may inspect only the following phases of
construction: architectural, mechanical, electrical, fire and life safety, and anchorage of
non-structural elements.
Note: major structural inspection not included in this classification
- Class C Hospital Inspector may inspect one or more areas of construction specialty, but may not inspect the complete scope of construction authorized for Class "A" or Class "B" inspectors.

Hospital Inspector recertification seminars are being offered by OSHPD/FDD. These one-day seminars:
- Cover code updates.
- Cover inspection procedures.
- Cover requirements and techniques used in Health Facilities and Acute Care Hospitals.
- Are designed to fulfill the education requirement for recertification.
To renew and maintain valid certification, a Hospital Inspector must participate in a written recertification examination prior to the expiration of his/her certification. Certified Hospital Inspectors may apply to take the written recertification examination at the conclusion of these seminars.
