Information Technology Services Division


The Information Technology Services Division (ITSD) delivers professional IT services and business-driven solutions​ to support OSHPD programs and projects.

Services and Functions

ITSD provides the following services:

  • Procurement of IT equipment, and providing technical support and new employee assistance
  • Managing and planning network architecture, infrastructure, and databases
  • Developing and maintaining OSHPD's custom applicat​ions
  • Maintaining OSHPD's Web presence and publishing state-mandated healthcare reports and data
  • Managing OSHPD’s data warehouse, data standards, and reporting and business intelligence tools
  • Managing IT operations standards, large technology projects, and providing annual IT reports to control agencies

Facilities Development
eServices Client Access eServices Client Access is an online system that allows the facility users and licensed professionals to submit the OSHPD construction project applications. eCA enables users to register for accounts, manage their user accounts, create project applications, submit project applications, pay application fees, and track the application.
SB 499 The SB 499 ESP Application is a web-based reporting application for use by hospitals that have one or more Structural Performance Category 1 buildings. The SB 499 reports are the hospitals’ reports regarding their seismic safety compliance status, and the beds and services provided in each building.
GIS and Data
Healthcare Atlas The California Healthcare Atlas combines online mapping with data sets to provide geographically-based information on statewide healthcare.
Report Center The OSHPD Reports Center is a web-based reporting application that delivers reports of public data regarding healthcare information, workforce development, and facilities development.
Healthcare Data
ALIRTS The Automated Licensing Information and Report Tracking System (ALIRTS) is a web-based information system which enables clinics, hospitals, long-term care facilities, home health agencies and hospices to easily report annual utilization data.
CORC Cardiac Online Reporting for California (CORC) is a web-based information system which enables hospitals to submit Coronary Artery Bypass Graft (CABG) surgeries to the California CABG Outcomes Reporting Program (CCORP).
LMAR The Licensed Midwife Annual Report (LMAR) is a web-based data collection system for licensed midwifes to report their mandated annual reports. Each midwife who assists, or supervises a student midwife in assisting, in childbirth that occurs in an out-of-hospital setting must annually report to OSHPD on behalf of the Medical Board of California.
MIRCal Medical Information Reporting for California (MIRCal) is OSHPD’s secure internet data collection system for inpatient discharges, emergency department encounters, and ambulatory surgery encounters, which are submitted by hospitals and specialty care clinics.
SIERA The System for Integrated Electronic Reporting and Auditing (SIERA) is a web-based information system which enables hospitals and long-term care facilities to submit and correct annual and quarterly financial reports, request extensions, view past reports, and perform other financial report functions.
SYFPHR The System for Fair Price Hospital Reporting (SyFPHR) is a web-based information system which enables hospitals to submit Healthcare Financial Assistance Policies and Application Forms.
Healthcare Workforce
CalREACH The Responsive Electronic Application for California's Healthcare facilitates the process of applying for and receiving healthcare scholarships, loan repayments, and grants provided by the Health Professions Education Foundation and the Healthcare Workforce Development Division.
